Költségvetési tanácsok az EU-ban - ölebek, vérebek vagy őrkutyák?
[Fiscal councils in the EU: lapdogs, watchdogs or bloodhounds?]

Abstract

Az elmúlt évtized a független költségvetési intézmények robbanásszerű elterjedését hozta az egész világon. Ez az intézményépítési folyamat - amely az Európai Unióban jogszabályi előírások miatt különösen erőteljesen jelentkezett - összhangban áll azzal a gyakorlati és elméleti közgazdászok köreiben is erősödő megfontolással, amely a szabályalapú fiskális keretrendszerek alkalmazásában - a különféle számszerű korlátok mellett - egyre nagyobb szerepet szán a szakértői testületeknek is. A tanulmány először áttekinti a szakirodalmat - kiemelve a független költségvetési intézmények lehetséges szerepkörét -, majd ismerteti az EU-ban kialakult, meglehetősen heterogén intézményi kereteket. Ezek után az EU-tagállamok költségvetési tanácsainak főbb funkcióit veszi sorra, kiemelt figyelmet fordítva a többségében kötelező feladatokra. Végül összefoglalja a független intézmények tömeges működésével kapcsolatos első, részben a szerző saját számításait is felölelő tapasztalatokat. Az elemzés rávilágít, hogy a független költségvetési intézmények szerepe felértékelődőben van mind a közvélemény, mint a döntéshozók számára, amit tovább erősíthet a gazdaságpolitikai környezet jelenleg is érzékelhető kockázatosabbá válása.* Journal of Economic Literature (JEL) kód: E62, H61, H68.
