Innovazione sociale e reti di imprese nello sviluppo rurale

Abstract

La Strategia europa 2020, che ambisce ad una crescita intelligente, sostenibile e inclusiva, sottolinea il ruolo centrale dell?innovazione per lo sviluppo economico e il cambiamento dell?Unione europea. Tutte le politiche unionali devono promuovere l?innovazione nelle loro azioni, ivi comprese la Politica agricola comune e la Politica di sviluppo rurale. L?innovazione promossa si basa su un concetto alquanto diverso rispetto al passato. Non ? sinonimo di ricerca, essa ? il risultato di interazioni tra soggetti eterogenei e non ? solo innovazione tecnologica, ma, oggi, ? anche sociale. Muovendo dalle nuove caratteristiche del concetto di innovazione, l?articolo si occupa dell?analisi dell?innovazione sociale nel contesto dello sviluppo rurale, dove essa ?may be referred to when identifying society?s need for more sustainable production methods, the necessity for collaboration and social learning, and the scope of change needed for revitalising (rural) society? (Bock, 2012). Il reg. (UE) n. 1305/2013 sembra accogliere tutte e tre queste interpretazioni. In particolare si approfondisce la disposizione contenuta nell?art. 35 che incentiva forme di cooperazione tra attori del settore agroalimentare e forestale che intraprendano percorsi (collettivi) di innovazione, analizzando i diversi strumenti (distretti, reti, contratto di rete) che gli Stati membri possono utilizzare per fare innovazione interattiva.
