FIFA World Cup 2014: ein fragwürdiger Spaß für die Menschen in Brasilien

Abstract

Yet again, no significant economic stimulus is expected from this year’s World Cup. Investments in stadiums and infrastructure in Brazil have certainly resulted in high costs for the public sector, but no significantly positive overall economic impact is expected in the course of the next few years. Past experience of major sporting events has shown that it cannot be ruled out that some tourists will stay away during the tournament because of the hustle and bustle associated with it, and, ultimately, it will not be good for tourism. In a developing country like Brazil with its huge social disparities, infrastructural deficits, and relatively low investment activity, hosting the World Cup is an absolute luxury. There is a risk of bad investments, particularly with regard to the construction or modernization of sporting facilities, often funded with public resources which may have been put to better use elsewhere In any case, the FIFA that benefits hugely from staging the World Cup should bear a much larger share of the cost. In addition, it appears worthwhile to consider a limitation to the number of venues (stadiums) in order to save costs. Nennenswerte wirtschaftliche Impulse von einer Fußballweltmeisterschaft sind auch dieses Mal nicht zu erwarten. Die Investitionen für Stadien und Infrastruktur in Brasilien sind zwar mit hohen Kosten für die öffentliche Hand verbunden, werden über mehrere Jahre verteilt aber keinen nennenswerten gesamtwirtschaftlichen Effekt haben. Nach den Erfahrungen früherer großer Sportereignisse ist nicht auszuschließen, dass manche Touristen zur Zeit der Spiele wegen des damit verbundenen Trubels wegbleiben und damit unter dem Strich auch der Tourismus keine Impulse erhält. In einem aufholenden Land wie Brasilien mit enormen sozialen Disparitäten, infrastrukturellen Defiziten und einer vergleichsweise geringen Investitionstätigkeit ist die Ausrichtung FIFA World Cups ein ausgesprochener Luxus. Die Gefahr von Fehlinvestitionen, insbesondere mit Blick auf den Bau von Stadien, ist groß, es droht damit eine Verwendung öffentlicher Mittel, die an anderer Stelle größeren Nutzen gestiftet hätte. Grundsätzlich sollte sich der Weltfußballverband, dem die Austragung eines Turniers riesige Gewinne beschert, viel stärker als bisher an den Kosten der Durchführung beteiligen. Zudem wäre zu erwägen, aus Kostengründen die WM-Turniere auf nur acht (statt wie derzeit zwölf) Stadien zu begrenzen.
