Wohin soll es mit der gesetzlichen Rentenversicherung gehen?: Eine Bürgerversicherung wäre armutsverhindernd und finanzierbar!

Abstract

The pension reforms of the beginning of this century left their marks. The pension level has dropped sharply. Compared with 1989 results suggest a reduction of almost 14 percent nowadays. Further reductions are announced with the consequence of threatening old age poverty particularly for low wage earners. Against this background it is proposed to convert the existing pension system into a citizen’ s pension system in which all adults are compulsorily insured. Such citizens insurance provides the opportunity without increasing the contribution rate to raise the pension level again and thus to prevent a threatening old age poverty. Die Rentenreformen zu Beginn dieses Jahrhunderts hinterlassen zunehmend Spuren. Das Rentenniveau sinkt kräftig. Gegenüber 1989 ergibt sich bereits heute eine Senkung um knapp 14 Prozent. Vorgesehen sind weitere Absenkungen mit der Folge einer drohenden Altersarmut insbesondere für Geringverdiener. Vor diesem Hintergrund wird vorgeschlagen, das bisherige System der Alterssicherung in eine Bürgerversicherung, in der alle erwachsenen Bürger pflichtversichert sind, umzuwandeln. Eine solche Bürgerversicherung bietet die Chance, ohne dass der Beitragssatz erhöht werden muss, das Rentenniveau wieder zu erhöhen und damit eine drohende Altersarmut zu verhindern.
