Das "Modell Niederlande" oder: Von kurzfristigen Erfolgen und langfristigen Gefahren

Abstract

Das vielzitierte niederländische "Beschäftigungswunder'' der 1990er Jahre lässt sich weder mit ausschließlich angebots- noch allein mit nachfragetheoretischen Konzepten erklären. Maßgebend für die positive Entwicklung auf dem niederländischen Arbeitsmarkt ist ein pragmatischer Policy-Mix, der sich im Wesentlichen aus den Komponenten Lohnzurückhaltung, Ausweitung der Teilzeitarbeit, sozialstaatlich bedingte Reduzierung des Erwerbspersonenpotentials und aktive Arbeitsmarktpolitik zusammensetzt. Die wichtigsten Ergebnisse der Analyse sind: 1.) Umfassendes (sozial)staatliches Engagement steht nicht im Widerspruch zu einer positiven wirtschaftlichen Performance. 2.) Der niederländische Beschäftigungserfolg beruht zu einem wesentlichen Teil auf spezifischen, nicht übertragbaren Faktoren. 3.) Aus innovationstheoretischer Perspektive werden Risiken für die Entwicklung der niederländischen Wettbewerbsfähigkeit erkennbar.
