Institutionen und Wachstum – ein Ranking für OECD-Länder

Für einzelne Länder ist es von Interesse zu erfahren, ob ihre institutionellen Regelungen Eigenschaften aufweisen, mit denen erfahrungsgemäß ein hohes Wachstum des Pro-Kopf-Einkommens erreicht werden kann. Eine solche Einschätzung kann mit dem Institutionenindex vorgenommen werden, der vom ifo Institut in Zusammenarbeit mit Theo Eicher, University of Washington, Seattle, entwickelt worden ist. Der Index liefert einen Maßstab, um die Qualität der Institutionen eines Landes zu bewerten. Für das Jahr 2009 wiesen die Veränderungen des Index einen gleichläufigen Verlauf mit den Veränderungen des Pro-Kopf-Einkommens in den OECD-Ländern auf. Das heißt, zeitlich verzögerte und gemittelte institutionelle Indikatoren eignen sich gut für die Vorhersage des Wirtschaftswachstums in den OECD-Ländern. Für den Anstieg des Institutionenindex und damit auch für das Wachstum der OECD-Länder insgesamt waren vor allem die Erhöhung der Effizienz des Humankapitals, Reformen der Arbeitsmärkte und strukturelle Anpassungen bei den Staatsausgaben verantwortlich.
