Abstract

It is always interesting for individual countries to find out whether their institutional regulations feature characteristics that, based on past experience, make it possible to achieve high growth in per-capita income. Such an assessment can be made using the institution index, developed by the International Institutional Comparisons Department of the Ifo Institute in cooperation with Theo Eicher from the University of Washington in Seattle. This index offers a benchmark with which to assess the quality of a country's institutions. It is based on a process which identifies institutions that contribute significantly to growth in per-capita income. This article presents the latest results of the Institutional Index for OECD countries for 2011, with a special focus on the GIIPS countries. It is striking that precisely these countries perform less strongly in the institutional index. Ireland constitutes an exception. This country has always been highly placed in the institutional ranking. The Southern European countries have a lot of catching up to do in the institutional field. This is particularly true of the sub-sections of the sub-index on the efficiency of human capital and labour markets.
