Geballte Schuldenlast: Wie ungleich sind die kommunalen Schulden in Deutschland verteilt?

Abstract

Die kommunale Gesamtverschuldung inklusive ausgelagerter Einheiten (Wohnungsbaugesellschaften u. ä.) konnte bisher ausschließlich aggregiert auf Landesebene dargestellt werden. Eine Anrechnung ausgelagerter Schulden auf die einzelnen Kommunen war hingegen nicht möglich. Der vorliegende Artikel schließt diese Lücke und diskutiert erstmals die Verteilung der kommunalen Gesamtverschuldung innerhalb Deutschlands und der einzelnen Länder. Auf diese Weise können Stand und Verteilung der Schulden von Kern- und ausgelagerten Haushalten innerhalb der Länder verglichen werden. Es wird gezeigt, dass die kommunale Schuldenstruktur zwischen den Ländern stark variiert. Aufgrund ihrer Höhe fallen ins - besondere die Kassenkredite als stark ungleich verteilt auf. In Ländern mit hoher kommunaler Durchschnittsverschuldung ist zudem eine Vielzahl der Kommunen verschuldet, während sich die Verschuldung in durchschnittlich niedrig verschuldeten Ländern auf Einzelfälle beschränkt.
