European Landscapes in Transition: Implications for Policy Integration and Landscape Governance

Abstract

European rural landscapes are in transition due to macro changes in climate, agriculture and public policy, combined with various forms of urbanisation. These changes are affecting the resource basis of agriculture, the socio‐cultural identity of rural communities, and are challenging the policy regimes affecting European landscapes. Therefore, they demand new forms of landscape governance if the diversity and quality of the landscapes are to be protected and further developed in the future. New analytical tools supported by revised conceptual frameworks are needed to assist identification and assessment of future development options. This article is based on a book published earlier this year. It presents and discusses the current patterns of change and their implications for policy. Three major policy challenges are identified: integration of agricultural and environmental policies; pro‐active approaches to landscape change to cope with non‐agricultural demands including recreation and nature conservation; and stakeholder involvement in policy design and implementation including farmers and other primary managers, public agencies at all levels and local communities in various forms. Key points are illustrated in a case study involving the development of a landscape strategy in the Karby parish in northwest Denmark. Les paysages ruraux européens sont en transition en raison de changements d'ampleur macroéconomique liés au climat, à l'agriculture et aux politiques publiques, qui s'ajoutent à diverses formes d'urbanisation. Ces changements affectent les ressources sur lesquelles se fonde l'agriculture, l'identité socioculturelle des communautés rurales et remettent en cause les politiques qui affectent les paysages européens. Par conséquent, si l'on veut protéger et développer la diversité et la qualité des paysages à l'avenir, il faut mettre en place de nouvelles formes de gouvernance des paysages. De nouveaux outils analytiques appuyés par des cadres conceptuels révisés sont nécessaires pour faciliter l'identification et l’évaluation des options de développement futures. Cet article est tiré d'un livre publié plus tôt cette année. Il présente et examine les formes actuelles du changement et leurs implications pour les politiques. Trois grands défis pour l'action publique sont identifiés: l'intégration des politiques agricole et environnementale; des approches proactives en matière d’évolution du paysage pour faire face aux demandes non agricoles, y compris les loisirs et la conservation de la nature; et la participation des parties prenantes à la conception et à la mise en œuvre des politiques, y compris les agriculteurs et autres gestionnaires primaires, les agences publiques à tous les niveaux de gouvernement et les communautés locales sous diverses formes. Les points clés sont illustrés dans une étude de cas portant sur l’élaboration d'une stratégie paysagère dans la paroisse de Karby, dans le nord‐ouest du Danemark. Europäische Landschaften sind aufgrund klimatischer, landwirtschaftlicher und politischer Veränderungen sowie verschiedener Formen der Urbanisierung im Wandel. Dieser Wandel hat Auswirkungen auf den Ressourcenbestand der Landwirtschaft und die soziokulturelle Identität in ländlichen Gemeinden und stellt die Europäische Politik für den ländlichen Raum vor Herausforderungen. Um die Diversität und Qualität der Landschaften zukünftig zu schützen und weiterzuentwickeln, werden neue Formen des Landschaftsmanagements benötigt. Neue Analyseinstrumente und überarbeitete Konzepte sind erforderlich, um Entwicklungsoptionen zu identifizieren und zu bewerten. Dieser Artikel basiert auf einem Anfang des Jahres erschienenen Buch. Es beschreibt und diskutiert die Veränderungsmuster und die Konsequenzen für die Politik. Drei wesentliche politische Herausforderungen werden identifiziert: Integration der Agrar‐ und Umweltpolitik; proaktive Ansätze für den Landschaftswandel, um nichtlandwirtschaftlichen Interessen einschließlich Erholung und Naturschutz gerecht zu werden; Einbeziehung von Interessengruppen (Landwirte, öffentliche Einrichtungen und lokale Akteure). Zentrale Aspekte zur Entwicklung einer Landschaftsstrategie werden anhand einer Fallstudie in der Gemeinde Karby im Nordwesten Dänemarks illustriert.
