Abstract

This study evaluates the impact and effectiveness of the Integrated Participation and Development Programme “Our Neighbourhood, Our City†, implemented by the Municipality of Setúbal in public housing neighbourhoods. The analysis focuses on residents’ perceptions of programme outcomes, particularly regarding neighbourhood image, quality of life, and social cohesion. A mixed-methods approach was employed, combining SWOT analysis and problem tree construction with a questionnaire survey of 129 residents and a focus group representing different neighbourhoods. The findings reveal strong perceived benefits, with 93% of respondents acknowledging improvements in neighbourhood image, alongside enhanced social relations, communication, perceived safety, and maintenance of shared spaces. Cultural, educational, and health initiatives were also identified as positive contributors to community well-being. Overall, the programme is presented as a best-practice model of social intervention, demonstrating the critical role of community participation in transforming territories affected by social exclusion and stigmatization.
