Abstract

Dans cet article, nous évaluons les effets de la loi Solidarité et Renouvellement Urbain (SRU) votée en décembre 2000 qui impose aux communes moyennes et grandes de disposer d'au moins 20% de logements sociaux sous peine d'amende. Nous étudions l'impact de cette loi tant sur la construction de logement sociaux que sur la ségrégation intra-communale du parc social, les prix des logements et le volume de transactions immobilières dans l'ancien. Les estimations sont menées en différence de différences pour les communes au seuil d'application de la loi en termes de population à partir de données communales annuelles construites avec le panel exhaustif de logements FILOCOM et les bases exhaustives de transactions dans l'ancien des notaires PERVAL et BIEN. Nos résultats montrent que la loi SRU aurait un effet positif significatif sur la construction de logements sociaux croissant au cours du temps. Dans les communes traitées de notre échantillon ayant initialement un parc de logements sociaux, tant le nombre que la proportion de logements sociaux aurait augmenté de 2,9 points entre 2000 et 2004, et de 6,6 points entre 2000 et 2008. L'effet est plus fort pour les communes les plus éloignées de l'objectif fixé par la loi. Par ailleurs, la loi aurait aussi eu un effet négatif modeste sur les prix à court terme, de l'ordre de -1,2 points entre 2000 et 2004.
