Comparing EU and US trade liberalisation under the Uruguay Round agreement on agriculture

Abstract

A l'aide d'indicateurs de restriction des échanges ("Trade restrictiveness index" et "Mercantilistic trade restrictiveness index") est évalué l'impact sur le bien-être et sur le volume des échanges qu'a eu la réduction des droits de douane planifiée à la suite de l'accord du cycle de l'Uruguay Round. Est ici tenu compte de l'allocation des baisses des droits de douane entre produits, telle qu'elle a été pratiquée par l'Union européenne et les Etats-Unis. Sont également comparés les résultats obtenus à l'issue du cycle de l'Uruguay Round avec ceux qu'auraient permis d'atteindre deux autres processus de réduction des droits, à savoir la "formule suisse" qui réduit la dispersion des droits de douane et une réduction uniforme qui laisse cette dispersion inchangée.
