La remuneración y el mercado de trabajo de los maestros públicos en Bogotá

Abstract

“Este trabajo indaga la evolución de las condiciones de remuneración de los maestros públicos del Distrito Capital de Bogotá. En primer lugar, apreciando su crecimiento absoluto durante el periodo 1995-1998, durante el cual se efectuó una política nacional compensatoria orientada a mejorar la posición de los maestros frente a los demás empleados públicos. Este trabajo busca también establecer la manera como los aumentos en remuneraciones se descomponen en mejoras de las asignaciones básicas, otros beneficios monetarios, y por cuenta de los ascensos dentro del escalafón. Este análisis se realiza comparando la información de las nominas de docentes del Distrito de diciembre de 1995 y noviembre de 1998, fechas para las cuales fue proporcionada la información respectiva. En segundo término, el estudio compara la evolución de las asignaciones básicas de los maestros públicos con las de los demás empleados públicos, empleando como referencia las de los del nivel central nacional, y tomando en cuenta equivalencias de requisitos para los diferentes grados de la carrera y niveles del escalafón. El ejercicio se realiza con base en los decretos que establecen los aumentos y asignaciones salariales básicas de los maestros y de los profesionales del sector publico nacional, nivel central, para 1994 y 1998. En tercer lugar, se ha aprovechado la información de las Encuestas de Hogares del Dane de Junio de 1994 y Junio de 1998, para realizar un estudio comparativo del comportamiento de los ingresos laborales de los docentes públicos del Distrito.”
