¿Son eficientes en docencia, investigación y transferencia de conocimiento las universidades públicas españolas? Medida y determinantes

Abstract

Tanto la presión a la que están sometidas las Universidades Públicas para emplear sus recursos eficientemente como la necesidad de los Gobiernos de lograr que las instituciones situadas en sus territorios sean cada vez más responsables de sus actividades, han contribuido a un creciente interés por medir la gestión de las mismas. Así, uno de los principales retos a los se enfrenta el Sistema Universitario español a partir de la Ley Orgánica de Universidades 6/2001, de 20 de diciembre (LOU), modificada posteriormente por la Ley Orgánica 4/2007, de 12 de abril de Modificación de la LOU (LOMLOU), es el logro de una mayor competitividad y excelencia en el desarrollo de sus tres principales actividades -docencia, investigación y transferencias de conocimiento-, que, junto con la ineludible necesidad de rendición de cuentas, llevarían al alcance de un nivel adecuado de eficiencia. En este contexto, nuestro estudio trata de evaluar la eficiencia técnica relativa de las Universidades Públicas españolas entre los cursos académicos 2011/12 y 2013/14, diferenciando entre sus principales actividades: docencia, investigación y transferencia de conocimiento. Para ello, se utiliza un análisis DEA en dos etapas, de manera que en la primera etapa se estima la eficiencia de las distintas instituciones para, posteriormente, identificar la posible influencia de ciertos determinantes. Los resultados revelan diferencias en la eficiencia correspondiente a las distintas actividades universitarias, así como un impacto estadísticamente significativo de algunas variables ambientales.
