Abstract

Las innovaciones financieras de los bancos estadunidenses, particularmente los derivados financieros, y sus efectos tanto en la esfera financiera internacional como en la esfera real de la economía mundial exacerbaron la profundidad y duración de la crisis capitalista contemporánea. Los responsables, los banqueros y especuladores de Wall Street pugnaron primero por la desregulación financiera, y luego la aprovecharon en su beneficio. Sus intereses grupales no han sido tocados y el sistema financiero continúa a la deriva. La manifestación estructural de la declinación y la crisis de la economía capitalista estadunidense se manifiesta en los déficits gemelos, esto es, en la balanza de pagos y en las finanzas públicas y, como consecuencia, en la creciente deuda del gobierno de Washington. La crisis de la deuda pública no sólo es de los Estados Unidos de Norteamérica sino también lo es, al mismo tiempo, de la Unión Europea.
