La medición del desarrollo humano: elementos de un debate

Abstract

(*) Xavier Mancero es funcionario de la División de Estadística y Proyecciones Económicas de la CEPAL. Las opiniones expresadas en este documento, que no ha sido sometido a revisión editorial, son de exclusiva responsabilidad del autor y pueden no coincidir con las de la Organización. Resumen La presente nota tiene por objetivo realizar una revisión crítica del Informe Sobre Desarrollo Humano, publicado anualmente desde 1990, por el Programa de las Naciones Unidas para el Desarrollo (PNUD). En su primera parte, se resumen los principales temas discutidos por el Informe, así como las conclusiones y recomendaciones formuladas. Posteriormente, se analiza con detenimiento las características del Indice de Desarrollo Humano y sus productos derivados, haciendo hincapié en las críticas efectuadas en la literatura. Si bien este artículo no pretende zanjar la intensa polémica en torno al Informe y a su propuesta de medición del desarrollo humano, los temas aquí tratados ofrecen al lector una sencilla orientación con respecto al controversial tema.
