Évaluation microéconomique du passage par un contrat de qualification. Les enseignements d'une analyse des effets bruts

Abstract

[fre] L ’ évaluation microéconomique des politiques d ’ emploi mobilise des données sur les bénéficiaires et sur une population témoin pour estimer des effets nets du passage en dispositif . Ces travaux , indispensables , ne permettent pas toujours de bien comprendre le fonctionnement des dispositifs évalués . Nous proposons ici des travaux complémentaires à visée exploratoire destinés à analyser l ’ effet brut du passage par un contrat de qualification en portant l ’ accent sur les principales caractéristiques du parcours pendant le dispositif . Nous reprenons l ’ approche d ’ évaluation multidimensionnelle développée par François Stankiewicz . En particulier , on tente de repérer les effets de formation ou de mise en contact avec l ’ entreprise . Parmi les caractéristiques du déroulement du contrat de qualification , la localisation de la formation semble l ’ élément le plus déterminant . Mots-clés : évaluation des politiques d ’ emploi , insertion professionnelle des jeunes , capital humain [eng] Microeconomic evaluation of employment policies uses data about beneficiaries and a control population to estimate the net effects of going through a programme . This essential work does not always give a clear picture of how the programmes being evaluated work . We propose further exploratory work in this paper to analyse the unadjusted effects of training contracts by highlighting the main characteristics of the time spent in the programme . We use the multidimensional evaluation approach developed by François Stankiewicz . In particular , we try to identify the effects of training and contacts with the firm . The most influential characteristic of a training contract seems to be the location where the training takes place.
