Az új magyar nyugdíjrendszer és problémái
[The new Hungarian pension system and its problems]

Abstract

1998. január 1-jén a felosztó-kirovó társadalombiztosítási nyugdíjrendszer vegyes rendszerré alakult, amely kötelező az 1998. június 30-a után munkába állók számára, és választható másoknak. A jelenleg érvényes tb-nyugdíj körülbelül egynegyed részét egy magánnyugdíjpillér váltja fel, amely a tőkevárományosi elven működik. A megmaradó tb-nyugdíjpillérre is reformok sorozata vár. A viszonylag alacsony nyugdíjkorhatár fokozatosan, de jelentősen emelkedik, a régebbi nyugdíjak keresetindexálását 2001-re kiszorítja a kombinált bérár indexálás; a járulékok és járadékok közti kapcsolat 20092013 között arányossá válik. A hivatalos vélemény szerint ez az a reformcsomag, amely egyrészt megteremti a magyar nyugdíjrendszer hosszú távú fenntarthatóságát, másrészt hozzájárul a tőkepiacok felvirágzásához. Ezzel szemben a kritikusok, beleértve engem is, hangsúlyozzák a megmaradó és az újonnan keletkező problémákat: a tb-nyugdíjrendszerben 2012-ig a jelenlegi problémák jelentős része továbbél; a részleges privatizáció esetleg nem csökkenti, hanem növeli a nyugdíjrendszerek egyesített egyenlegének hiányát; az idősebb korosztályok jóléte viszonylag csökken a megnövekedő bizonytalanság miatt.
