The Effect of Agricultural Zoning on Rural Residential Property Values: An Application to Ontario's Greenbelt

Abstract

type="main" xml:lang="fr"> Tandis que des études antérieures se sont intéressées plus particulièrement aux répercussions des politiques d'utilisation des terres sur la valeur des propriétés agricoles et résidentielles situées à proximité d'aires protégées, le présent article s'intéresse aux répercussions de ces politiques sur la valeur des propriétés résidentielles rurales situées à l'intérieur des aires protégées. Ces répercussions ont été examinées dans le contexte de la Loi sur la ceinture de verdure de l’Ontario, qui interdit le développement urbain des terres rurales situées dans un vaste périmètre entourant la région du Grand Toronto (RGT). En plus des propriétés agricoles, cette aire protégée compte un nombre important de propriétés résidentielles rurales en raison de la proximité de la RGT. Compte tenu de la valeur d'agrément que les propriétés résidentielles rurales retirent du paysage rural environnant, on prévoit que les restrictions au développement destinées à protéger de façon permanente ces espaces verts accroîtront la valeur de ces propriétés. Les résultats d'une analyse hédonique, montrant des répercussions positives sur la valeur des propriétés résidentielles rurales situées à l'intérieur du périmètre de la ceinture de verdure, confirment cette prévision. Ces répercussions semblent plus importantes dans le cas des propriétés qui possèdent un vaste espace vert environnant et des propriétés qui sont situées à proximité de la RGT. Ces résultats offrent également une estimation des répercussions de la conversion des espaces verts environnants et développables en espaces verts protégés sur la valeur des propriétés.
