Digitale Daseinsvorsorge in ländlichen Räumen und wie sie gestaltet werden kann

Abstract

Die Sicherstellung der Versorgung in Bezug auf das menschliche Dasein umfasst neben Aufgabenbereichen wie Energie, Wasser oder medizinischer Versorgung zunehmend auch digitale Infrastrukturen und Angebote. Ländliche Räume stehen dabei infolge geringerer Siedlungsdichte und des demografischen Wandels vor besonderen Herausforderungen. Zunehmend werden zur Adressierung dieser Herausforderungen digital unterstützte Lösungen entwickelt. Dieser Beitrag präsentiert sechs Beispiele aus den Handlungsfeldern soziale und kulturelle Angebote, Gesundheit und Pflegeversorgung sowie Mobilität und Logistik, die dem Ansatz der bedarfsorientierten Softwareentwicklung mit intensiven Beteiligungsaspekten folgen. Aus diesen Fallbeispielen werden Erkenntnisse für die Praxis der digitalen Daseinsvorsorge in ländlichen Räumen abgeleitet und Handlungsempfehlungen formuliert. Ein zentrales Ergebnis lautet, dass Digitalisierungsansätze in der Daseinsvorsorge in ländlichen Räumen vor allem bedarfs- bzw. projektspezifisch und lokal gedacht werden müssen. Dies betrifft die Berücksichtigung der konkreten Ausgangsbedingungen ebenso wie die eingeschlagenen Lösungswege und Implementierungsmaßnahmen, die entwickelten Technologien, die Raumbezüge sowie die technischen und rechtlichen Aspekte der entstandenen Lösungen.
