Finanzhilfen des Bundes: Eine Aktualisierung

Abstract

Die Finanzhilfen des Bundes in weiter Abgrenzung sind im Zeitraum 2000 bis 2004 kontinuierlich von 39,6 auf 33,7 Mrd. Euro gesunken. Die Finanzhilfen in engerer Abgrenzung sind rund 2 Mrd. Euro geringer. Im Jahr 2005 haben die Finanzhilfen zugenommen. Für das Jahr 2006 waren Hilfen in Höhe von 38 Mrd. Euro (bzw. 36 Mrd. Euro) geplant. Maßgeblich für den Anstieg der Finanzhilfen des Bundes sind Zahlungen des Bundes an die Gesetzliche Krankenversicherung für versicherungsfremde Leistungen, soweit diesen Subventionscharakter zukommt. Ferner setzte der Bund verstärkt Mittel für die Eingliederung in Arbeit ein. Dem stehen jedoch Einsparungen der Bundesagentur für Arbeit gegenüber. Im Jahr 2007 werden die Finanzhilfen des Bundes gemäß den Planungen abermals höher ausfallen als im Vorjahr. Der Subventionsbericht der Bundesregierung weist für das Jahr 2006 Finanzhilfen des Bundes aus, die nur rund ein Sechstel des hier erfassten Finanzvolumens betragen. Die Finanzhilfen gemäß der Koch/Steinbrück-Liste sind wesentlich weiter abgegrenzt; sie machen rund 80 Prozent dieser Finanzhilfen aus.
