Reformoptionen der Pflegeversicherung: Eine ordnungstheoretische Analyse

Abstract

[Einleitung ...] Im folgenden Diskussionsbeitrag werden zunächst die Grundlagen der Pflegeversicherung und deren Reformnotwendigkeit dargestellt. Darauf folgend wird ein ordnungstheoretisches Leitbild entworfen, denn viele Gestaltungsoptionen entziehen sich einer positiven Bewertung, so dass Wertungen erforderlich sind; die Grundlagen hierfür werden dargelegt. Auf Basis des Referenzsystems werden dann vorliegende Reformansätze analysiert und bewertet. Abschließend wird ein alternatives Reformmodell dargestellt.
