Kosten der Weiterbildung in Deutschland - Verteilung der Finanzlasten auf Unternehmen, Privatpersonen, öffentliche Hand

Abstract

Der Beitrag zielt darauf ab, die jährlich in Deutschland erbrachten Aufwendungen für Weiterbildung zahlenmäßig zu erfassen und dabei die betrieblichen, privaten und öffentlichen Anteile herauszuarbeiten. Dazu wurden weiterbildungsbezogene Finanzierungsdaten verschiedener Quellen aus den Jahren 2006 bis 2015 zusammengetragen und sekundäranalytisch ausgewertet. Berücksichtigt wurden neben direkten Kosten in Form von Teilnahmegebühren oder Lernmaterialien auch indirekte Kosten, die Individuen aufgrund von Verdienstausfällen während der Fortbildungszeit oder Betrieben in Form von Lohnfortzahlungen entstehen können. Ebenfalls geschätzt wurde die Höhe der steuerbedingten Refinanzierung im Rahmen der Einkommens- bzw. Körperschaftssteuer.
