Abstract

Le PREDIT a souhaité engager une démarche prospective sur l'évolution du besoin de financement public pour les réseaux de transports publics urbains. Le constat fait ces dernières années montre que les efforts de développement de l'offre se traduisent par une tendance à la dégradation de la situation financière des réseaux. Cette situation pose le problème de la pérennité du financement des transports publics urbains, alors même que les contraintes environnementales et énergétiques imposent de réduire l'usage de l'automobile en ville. Peut-on dès lors estimer à un horizon de 10 ans quelle pourrait être l'évolution de la contribution publique nécessaire au bon fonctionnement des réseaux ? Comment peut-on remédier à la dérive des déficits d'exploitation ? Faut-il nécessairement rechercher de nouvelles sources de financement pour soulager la contribution des collectivités ? Ce rapport résulte d'un travail collectif de chercheurs, articulant une réflexion en séminaire, des auditions d'acteurs et une enquête auprès de quelques autorités organisatrices françaises et européennes. Centré sur la maîtrise du « coût public », il cherche très librement à exposer des stratégies d'action portant à la fois sur les politiques mises en œuvre, les niveaux de service offert, le coût de ces services et les contributions des diverses catégories d'acteurs à leur financement.
