Le projet de loi sur I'eau : une réflexion économique

Abstract

Cette contribution propose une lecture économique de certaines dispositions du projet de loi sur l'eau et les milieux aquatiques. Elle s'intéresse principalement à la maîtrise des pollutions diffuses d'origine agricole, mais la gestion quantitative de I'eau et l'organisation de la pêche en eau douce sont également abordées. L'analyse s'appuie sur les principes économiques contenus dans la directive cadre sur l'eau (DCE) : vérité des prix et des coûts, internalisation des coûts environnementaux, recours aux incitations économiques, analyse coûts-avantages, analyse coût-efficacité et minimisation des coûts. Par ailleurs, nous faisons référence dans le texte aux critères classiquement utilisés par les économistes de l'environnement pour comparer les instruments des politiques environnementales : efficacité environnementale, efficacité incitative, efficacité économique, effets revenu et équité.
