Abstract

La France est engagée dans un cercle vicieux dont les coûts économiques et sociaux sont considérables. Depuis plus de vingt ans, des enquêtes menées dans tous les pays développés révèlent qu'ici plus qu'ailleurs, on se méfi e de ses concitoyens, des pouvoirs publics et du marché. Cette défiance allant de pair avec un incivisme plus fréquent... Or la défiance et l'incivisme, loin d'être des traits culturels immuables, sont alimentés par le corporatisme et l'étatisme du modèle social français. En retour, le manque de confiance des Français entrave leurs capacités de coopération, ce qui conduit l'État à tout réglementer et à vider de son contenu le dialogue social. En comparant les relations entre les performances économiques et les attitudes sociales dans une trentaine de pays du début des années 1950 à nos jours, Yann Algan et Pierre Cahuc montrent comment ce déficit de confiance réduit significativement l'emploi, la croissance et, surtout, l'aptitude des Français au bonheur.et analyse du droit à l'École normale supérieure.
