Abstract

L'article a pour objet d'évaluer la directive européenne sur les quotas d'émission de CO2 menée à l'aide du modèle GEMINI-E3. Après un bref rappel de la directive européenne et une description du modèle, sont décrits et analysés des scénarios correspondant à différentes règles d'allocation envisageables. Si le mécanisme européen des quotas crée un marché unifié pour les entreprises éligibles, il peut provoquer en même temps des distorsions vis-à-vis des autres secteurs d'activité, et ceci, dans chaque pays. Il en résulte bien un prix du carbone unique pour l'ensemble des entreprises éligibles, mais un prix du carbone différent pour les autres secteurs, différent aussi d'un pays à l'autre, ce qui est à l'origine de surcoûts qui peuvent être importants.
