Abstract

L'économie de la sécurité peut être définie comme l'ensemble des risques relatifs au fonctionnement de la vie économique et sociale. Plus généralement, elle propose une réflexion économique sur l'information, la prévention et la prise en charge de l'insécurité dans les systèmes économiques et politiques, touchant aussi bien les secteurs privés ou publics, légaux ou illégaux. Cependant, la notion de «risque» est polysémique. Elle décrit à la fois la probabilité qu'un événement souhaité (ou non) survienne et la volatilité de facteurs économiques spécifiques du fait de chocs exogènes, de phénomènes spéculatifs ou d'actes inattendus et volontiers pernicieux ou agressifs. Le besoin de sécurité exprime parfois l'expression d'un réel danger, mais c'est aussi un phénomène subjectif dont la prise de conscience amplifie ou réduit le potentiel économique (et donc social) immédiat ou futur. l'insécurité sera définie comme une forme agrégée qualitative des risques. Elle concerne les forces naturelles (chocs exogènes), mais aussi la globalisation économique, les forces du marché et les évolutions technologiques, sociales, stratégiques ou politiques. Les premières font état de la pollution, du réchauffement de la planète, des migrations internationales non maîtrisées et des événements politiques comme les guerres ou le terrorisme. Les secondes sont plutôt endogènes au système économique lui-même. Elles concernent la spéculation internationale, l'inflation, mais aussi le développement économique d'aujourd'hui et ses inégalités afférentes. La notion d'«économie de la sécurité» n'a pas de contenu uniquement économique « stricto sensu ».
