Abstract

In an inter-institutional network, performance is a multidimensional and a problematic issue. We studied the representations of a network's stakeholders. The results shows that the persons don't need to agree on aims to act, convergence on means is enough. Divergences on goals can be read as a factor of performance. It calls into question the idea of a common vision of goals as a necessary condition to act.
