Abstract

Cet article introduit le dossier spécial de la revue Développement durable et territoires consacrée aux analyses institutionnelles des paiements pour services environnementaux (PSE). Dans une première partie intitulée "PSE : entre théorie et pratiques", il met l'accent sur la nécessité de prendre en compte le contexte et la nature institutionnels des PSE pour en expliquer la variété et la complexité. Il fait également le point sur sur la difficulté d'évaluer l'efficacité/efficience/équité, etc., des PSE, et il retrace les différents axes de recherches contemporaines sur cette thématique. Il présente ensuite la structure du dossier spécial, comportant 11 articles, en trois parties : la première revient de manière générale et conceptuelle sur divers courants de l'analyse institutionnelle des PSE (économie institutionnelle et analyse des politiques publiques), leur diversité et leur complémentarité ; au travers d'études de cas spécifiques, la deuxième partie illustre les apports de l'analyse institutionnelle dans la compréhension des PSE tant au niveau de leurs modalités de gouvernance que de leur performance institutionnelle. La troisième et dernière partie de ce dossier, reprend également des études de cas, portant cette fois-ci sur des PSE dans des pays industrialisés, où il s'agit d'analyser les discours et les registres de justification des SE, avant de décliner les effets occasionnés sur les dispositifs adoptés pour préserver les SE, de manière générale, et la biodiversité, en particulier.
