Oportunidades para los niños colombianos: cuánto avanzamos en esta década

Abstract

Colombia es un país con alta desigualdad de ingresos y la mayoría de sus ciudadanos considera inequitativa esta situación. De allí la relevancia de medir qué tan lejos está Colombia y sus regiones de un ideal de igualdad de oportunidades entre los niños y los jóvenes. Este documento busca establecer ¿Cuál ha sido el avance nacional y regional de la igualdad de oportunidades en la última década? ¿Cuáles son las circunstancias que están más estrechamente asociadas a la desigualdad de oportunidades de los niños colombianos? ¿En cuáles sectores se está ofreciendo mayor acceso a bienes y servicios básicos de vivienda, de educación, de salud y TICs, y a niveles adecuados de nutrición, independientemente de las circunstancias menos favorables del hogar y del lugar que ellos habitan? Durante la última década Colombia logró importantes avances en varios Índices de Oportunidades Humanas, pero aún subsisten considerables brechas de oportunidades entre niños en circunstancias favorables y desfavorables. Las siete mayores brechas de oportunidades se dan en la culminacion de educación primaria, media y secundaria a tiempo, en la Seguridad Alimentaria, en el acceso a Agua y Saneamiento, y en el acceso a Internet. En la comparación de regiones sobresalen los avances de la región Oriental (compuesta por los departamentos de Boyacá, Cundinamarca, Meta y Santanderes) y preocupa el atraso de las regiones Atlantica y Pacífica (particularmente en seguridad alimentaria). Cuatro circunstancias juegan un papel preponderante en la desigualdad de oportunidades: (i) educación de los padres, (ii) localización urbano-rural (AMs y Capitales de departamento, centros urbanos medianos y pequeños, y rural), (iii) la localización por Regiones, y, (iv) la presencia de hijos, ancianos y discapacitados en el hogar.
