Financiamiento de la educación pública en el Perú: el rol de las familias

Abstract

Las familias que matriculan a sus hijos en escuelas públicas en el Perú financian una parte importante de la educación. Esto responde a que el nivel del gasto público en educación es tan bajo que en muchos casos las escuelas simplemente no podría operar sin la contribución de los padres. El documento presenta la evolución reciente del gasto público y de las familias en educación, lo cual permite estimar el gasto total en educación en el sector público. Asimismo, se estudia el patrón de gastos familiares a lo largo de la distribución del ingreso y las inequidades que se generan como consecuencia de que en los colegios a los que acuden los niños provenientes de familias de menores ingresos haya un menor gasto por alumno. Se analiza la influencia que el gasto estatal y determinadas características de la infraestructura educativa, de la familia y del alumno tienen sobre el gasto familiar en educación, y se analiza la elasticidad-ingreso del gasto de las familias en educación primaria y secundaria. El estudio cuantitativo está complementado por una aproximación cualitativa, basada en grupos focales y entrevistas en profundidad. Se analizan las actitudes y opiniones de los padres respecto de la calidad del servicio educativo, y se exploran actitudes y respecto de su contribución financiera a la educación, así como los condicionantes que existen para que estos aportes se materialicen.
