Análisis exploratorio de las solicitudes de acceso a la información pública durante el período 2017-2019 en las capitales de provincia de Argentina, CABA y Bahía Blanca

Abstract

Este trabajo analiza el principio de transparencia pasiva que es uno de los principios fundamentales del gobierno abierto. Con el fin de realizar comparaciones sobre el nivel de uso del derecho de acceso a la información pública por parte de la ciudadanía, se exploran los portales de solicitudes de información de los ciudadanos en el período 2017-2018. Se toma como unidad de análisis a las capitales de provincia de Argentina que cumplen con el principio de transparencia pasiva, junto con CABA y la ciudad de Bahía Blanca. Se utilizan como referencia los criterios de agregación por temas de la Cuidad de Buenos Aires- CABA y se adaptan a éstos el del resto de los municipios. A su vez, se comparan los municipios de acuerdo a indicadores de transparencia pasiva desde el punto de vista del gobierno. Se encuentran reducidos casos de capitales de provincia que ejerzan el cumplimiento de este principio entre ellas Córdoba, Santa Fé además de CABA y el municipio de Bahía Blanca. De estos, el municipio mejor situado es CABA seguido por Bahía Blanca, Córdoba y Santa Fe. Existen tres tipos de municipios, y las diferencias entre los dos primeros radican en la sección reclamaciones y evaluación del derecho de acceso a la información pública.
