Abstract

Chapter 4 applies the SMR for ETS design developed in Chapter 2, to assess the design elements of the Regional Greenhouse Gas Initiative (RGGI), and the California Cap-and-Trade Program (CalCaT). The chapter demonstrates that particularly CalCaT is well designed and that both programs have significantly improved over time, while there is still leeway for improvements in both cases with respect to becoming even more sustainable.
