Milchproduktion zwischen Pfadabhängigkeit und Pfadbrechung: Partizipative Analysen mit Hilfe des agentenbasierten Modells AgriPoliS

Abstract

Die vorliegende Arbeit leistet einen Beitrag zum relativ neuen Konzept der Pfadbrechung. Auf Basis von Simulationsrechnungen mit dem agentenbasierten Agrarstrukturmodell AgriPoliS und qualitativen Daten von Stakeholdern aus dem Bereich der Milchproduktion werden Aussagen zu möglichen Pfadbrechungsoptionen von Milchvieh haltenden Betrieben in zwei deutschen Regionen, der Altmark und dem Ostallgäu, betrachtet. Hintergrund der Analyse sind die Entwicklungen auf dem Milchmarkt und die bevorstehende Abschaffung der Milchquote. Der Milchmarkt ist seit jeher stark reglementiert und subventioniert, sodass sich in der Vergangenheit suboptimale Strukturen auf Grund des verlangsamten Strukturwandels durchsetzen konnten. Durch die Liberalisierung des Milchmarktes sehen sich viele Milchviehhalter mit zunehmend schwankenden Milchpreisen konfrontiert. Dabei werden oftmals die regional sehr unterschiedlichen und zuweilen suboptimalen Strukturen als problematisch angesehen. In verschiedenen Studien konnte die Etablierung solcher Strukturen mit Pfadabhängigkeiten (s. u.a. BALMANN, 1995, 1997; ZIMMERMANN, 2012) erklärt werden. Die Arbeit setzt an diesem Punkt an und geht im Wesentlichen drei Fragen nach: erstens ob ein Aufbrechen der Pfadabhängigkeit, also ein Pfadbruch, möglich ist, zweitens welche Betriebe diesen schaffen können und drittens inwieweit politische Rahmenbedingungen Einfluss darauf nehmen.
