Arbeits- und Qualifikationsnachfrage im Telekom- und Mediensektor

Abstract

Das WIFO hat die Beschäftigungs- und Qualifikationsnachfrage im Telekommunikations- und Mediensektor erhoben. Im Zentrum standen dabei die vergangene und die künftige Beschäftigungsentwicklung sowie die Nachfrage nach Arbeitskräften mit IT-Qualifikationen. Befragt wurden Unternehmen in den Bereichen Telefonie (Fest- und Mobilnetz), Datendienste (ISP, ASP, Content), Kabel-TV und Rundfunk, Software, Multimedia und Telekommunikationshardware. IT-Qualifikationen sind durch die Telekommunikationsliberalisierung und die Ausbreitung des Internet in allen entwickelten Industrieländern knapp. Besonders groß sind die Engpässe im Bereich Netzinfrastruktur, IT-Funktionen und Software. Mit Ausnahme von Telekommunikationshardware ist in Österreich bis 2003 in allen Sektoren eine beachtliche Beschäftigungssteigerung zu erwarten (+10% bis +90%). Die Nachfrage nach Arbeitskräften mit IT-Qualifikationen kommt jedoch zunehmend auch aus anderen Wirtschaftsbereichen. Durch die Expansion des Telekom- und Mediensektors werden überwiegend hochwertige Arbeitsplätze geschaffen. Dementsprechend sind derzeit vor allem Abgänger von Fachhochschulen, berufsbildenden höheren Schulen, Kollegs und Universitäten knapp. Diese Nachfrage nach qualifizierten Arbeitskräften wird eine weitere strukturelle Anspannung auf dem Arbeitsmarkt auslösen, die Konsequenzen für das Aus- und Weiterbildungssystems hat. Dabei geht es nicht nur um eine Erhöhung der Absolventenzahlen, sondern vielfach um die Schaffung von Weiterbildungsangeboten, welche die Zahl der Arbeitskräfte mit IT-Qualifikationen nachhaltig erhöhen.
