Vor- und Nachteile von einkommensabhängig rückzahlbaren Bildungskrediten als Instrument zur Finanzierung der Hochschulbildung

Abstract

Studiengebühren werden in Österreich kontrovers diskutiert, sind aber ein wichtiges Element einer gemischten Form der Finanzierung der Hochschulbildung. Die Einführung von hohen Studiengebühren ohne flankierende Maßnahmen kann unerwünschte soziale und gesamtwirtschaftliche Folgen haben. Wie die Analyse der Vor- und Nachteile einkommensabhängig rückzahlbarer Bildungskredite gegenüber anderen Finanzierungsformen wie Bildungskrediten ohne einkommensabhängige Rückzahlung und einer Akademikersteuer zeigt, hängt der Vorteil von einkommensabhängig rückzahlbaren Bildungskrediten in erster Linie von ihrem Design ab. Potentiell können sie daher auch Auswirkungen auf die Staatsverschuldung haben.
