Le tournant métropolitain de la politique régionale européenne

Abstract

Après plusieurs décennies de politique régionale visant la résorption progressive des écarts de développement (la convergence) entre les régions, la nouvelle orientation de la politique européenne dite de cohésion s’appuie résolument sur la concentration spatiale et sur les mécanismes économiques associés aux agglomérations urbaines et à la métropolisation : gains de productivité, capacités d’innovation, développement durable associé à l’écologie industrielle (densification, optimisation) et marchande ainsi qu’aux nouvelles technologies de l’information et de la communication (smart cities). Cette orientation qui prône un nouveau paradigme d’organisation spatiale en Europe génère toutefois de nouvelles formes de déséquilibres, d’inégalités spatiales et de relégations territoriales, notamment dans les villes petites et moyennes insuffisamment connectées aux pôles de l’économie mondiale.
