Цифровая Экономика Как Предмет Исследования: Обзор Публикаций

Abstract

В статье представлен обзор выборочных публикаций по проблематике цифровой экономики. В теоретических работах под цифровой экономикой в общем случае понимается производство благ на основе использования цифровых технологий. Рядом авторов выделяются четыре группы трактовок (ресурсоориентированная, процессуальная/поточная, структурная, бизнес-ориентированная), а также два типа подходов, характерных для российской литературы (воспроизводственный и киберсистемный). Общей чертой имеющихся определений выступает попытка учета степени и последствий внедрения цифровых технологий на изменение социально-экономических процессов, в результате чего исследовательское поле выглядит скорее фрагментарным. Тем не менее указанное обстоятельство не препятствует проведению аналитических и практико-ориентированных исследований. В рассмотренных прикладных работах подчеркивается важность подкрепления технологического развития "аналоговыми дополнениями": соответствующей нормативной правовой базой, цифровыми навыками, подотчетностью институтов. Представлен анализ практик применения больших данных (big data) при реализации концепций управления по результатам сотрудничества в области данных, отмечены соответствующие положительные эффекты. Настоящий обзор может быть полезен научному и экспертному сообществам при проведении исследований в области цифровой экономики, выработке предложений по реализации государственной политики в сфере развития информационного общества и цифровой экономики.
