Об Эффективности Электронных Платформ Участия Граждан В Государственном Управлении

Abstract

В статье рассматриваются теоретические подходы к оценке эффективности проектов электронного участия, предлагаются критерии и методика такой оценки, а также представлены результаты исследования общественной значимости выносимых на обсуждение вопросов платформы "Активный гражданин". Анализ проводился на основе опубликованных отчетов платформы "Активный гражданин" за 2014-2016 гг. Данное исследование представляет собой попытку, с одной стороны, отреагировать на вызовы российской реальности - рост числа электронных платформ (и, соответственно, затрат) при недостаточной, по мнению граждан, общественной значимости обсуждаемых вопросов, а с другой - развить современный методический аппарат оценки эффективности проектов общественного участия, проводимых с помощью электронных технологий. По итогам проведенного анализа делается вывод о том, что для обеспечения эффективности электронных платформ участия граждан в государственном управлении следует обращать внимание не только на их технические параметры и применяемые виды общественного участия (информирование, консультирование, диалог), но и на общественную значимость обсуждаемых вопросов. Сочетание этих трех факторов является необходимым условием обеспечения эффективности платформ. Показатели технических возможностей, степени общественного участия, а также общественной значимости обсуждаемых вопросов помогут оценить эффективность платформ электронного участия и могут использоваться в практике их оценки и сравнительного анализа на государственном уровне.
