Abstract

Цель данного исследования - оценить уровень человеческого потенциала в регионах России и выявить, способствует ли его повышению достижение глобальных целей в области устойчивого развития на период до 2030 г. Данные цели входят в "Программу развития" Организации объединенных наций (ПРООН), они приняты на международном уровне большинством стран, включая Россию, и официально вступили в силу с 1 января 2016 г. В работе проанализировано, как менялось отношение общества к развитию человека в ходе истории и как его трактует современная концепция устойчивого развития. Предложены шесть показателей, характеризующих различные аспекты человеческого потенциала: физические, интеллектуальные и культурные. Проведен межрегиональный анализ выбранных компонентов потенциала человека и выявлены наиболее благополучные и неблагополучные в этом отношении регионы. В России сейчас только вырабатываются национальные показатели, сигнализирующие о достижении глобальных целей. В этом состоит новизна настоящего исследования. Предпринята попытка не только выработать показатели, описывающие достижение целей устойчивого развития, но и оценки влияния достижения этих целей на показатели потенциала человека. Исследование проводилось на основе данных официальной статистики по регионам России. Предложено 16 показателей для описания восьми целей, проведен их корреляционный анализ с показателями потенциала человека, а также анализ временных рядов. Для этого были собраны, обработаны и проанализированы статистические данные за девять лет по 85 регионам России. Результаты исследования могут быть использованы при формировании стратегии реализации программы устойчивого развития по отдельным регионам, а также для выбора приоритетных направлений развития регионов.
