Abstract

[eng] Stability of money and state regulation in Leon Walras ' s analysis. . The preservation of the walrasian equilibrium implies that money doesn't play a disturbing part. The theorist of the general equilibrium, who wants his works concerning theoritical economies to be usefull for applied economies, seeks the means to preserve the stability of money. As a matter of fact, the economy is disrupted by monetary fluctuations, and the new monetary instruments do not seem to be more efficient than the traditional metallic System to guarantee the indispensable stability. Therefore, Leon Walras proposes a System based on state intervention which, thus, has an essential role in the regulation of money. Private entreprise, which has led to the development of banknotes and bank money, must be restrained because these new instruments cause an instability which is opposed to general interest. Le théoricien de l'équilibre général, qui veut que ses travaux d'économie pure servent l'économie appliquée, cherche le moyen de préserver la stabilité monétaire. Les fluctuations monétaires perturbent en effet l'économie réelle, et les nouveaux instruments monétaires ne semblent pas plus aptes à garantir l'indispensable stabilité que les systèmes métallistes traditionnels. L. Walras propose donc un système basé sur l'intervention de l'État qui se voit ainsi confier un rôle essentiel dans la régulation monétaire. L'initiative privée, à l'origine du développement des billets de banque et des écritures en compte, doit être entravée car ces nouveaux instruments engendrent une instabilité contraire à l'intérêt général.
