L'Insee et les enquêtes sur les patrimoines

Abstract

[fre] Au début des années 1980, la France se distinguait de ses principaux partenaires par une absence quasi totale de la statistique publique dans l'analyse microéconomique des patrimoines des ménages. Les comparaisons internationales ignoraient donc, et pour cause, la situation française. Pourtant, l'Insee avait cherché à investir ce champ au travers des deux cycles d'enquêtes spécialisées pilotées en 1973-1975 et 1974-1976 par Philippe L'Hardy. Mais la préoccupation première de ces opérations portait davantage sur une décontraction du compte des ménages : l'objectif principal était de répartir les flux d'épargne, comme c'était le cas pour les revenus avec les enquêtes du même nom, et pour la consommation avec l'enquête sur les budgets familiaux. L'analyse des stocks de patrimoine ne venait qu'en second. Or, il est particulièrement difficile de mesurer les flux d'épargne au niveau individuel, même avec des données longitudinales (déjà !) comme c'était le cas avec les enquêtes sur l'épargne. Dans un contexte où les capacités informatiques étaient bien moindres qu'aujourd'hui, à la fois en termes de contrôle de collecte que de traitement statistique des données, ces enquêtes ont conduit à tant de difficultés méthodologiques, que l'expérience a été jugée peu prometteuse et n'a pas été renouvelée.
