A nyugdíjreformról
[On pension reform]

Abstract

A szerző szerint bár nyugdíjrendszerünk a múlt öröksége, de ez nem lehet akadálya annak, hogy minden kétséget kizáróan szükséges reformját egy ideális, "mai tudásunk szerinti" nyugdíjrendszer-célmodellhez való átmenetként képzeljük el. Vagyis a reformot a célmodell megalkotásának és a célmodellhez vezető út megtervezésének együtteseként kell értelmezni. A tanulmány tárgyalja az államinak, illetve felosztó-kirovónak nevezett nyugdíjrendszerek kialakulását, és azokat a 20. századi történelem egyszeri nagy jóléti programjaként írja le, amely elérte az elé tűzött politikai és társadalompolitikai célokat. A reformok ideje az 1980-as évekre jött el, amit a szerző az ideiglenesség lezárásaként, az állandóság megteremtéseként határoz meg. A megoldás megtalálását nehezítette, hogy a közgazdaságtudomány akkor adós maradt a helyzet leírásával, és reformgondolkodást a tőkefedezeti versus felosztó-kirovó dichotómia uralta, és vitte zsákutcába, későn vált világossá, hogy a járulékkal vagy járadékkal meghatározottság az igazán lényeges. Ezért lett elhibázott az 1997. évi magyar nyugdíjreform, amely akaratlanul is euróövezethez csatlakozás megnehezítőjévé vált. Befejezésként a szerző javaslatot tesz a nyugdíjrendszer államháztartási számbavételének új módjára és egy új nyugdíjreform megalkotására. Journal of Economic Literature (JEL) kód: H53, H55, N3.
