Üniversite kapısındaki yığılma:Geri dönüşü olmayan para, emek ve zaman yatırımı

Abstract

2003 Hanehalkı Bütçe Araştırması verilerine göre hanehalkları tarafından üniversite sınavına hazırlayan dershane ve kurslara yapılan toplam harcama tutarı, hem ortaöğrenime hem de yükseköğrenime yapılan harcamanın üstündedir, yani yükseköğrenim için sözde hazırlık hizmeti veren bir sektöre, yükseköğrenimin kendisinden daha fazla harcama yapılmaktadır. Özellikle orta ve alt gelir gruplarında yükseköğrenim harcamalarının dershane harcamalarına oranla düşük olmasının sebebi bu hanelerde okuyan öğrencilere aileleri tarafından daha az para harcanması değil, orta ve alt gelir gruplarından birçok öğrencinin hedeflemelerine rağmen üniversiteye giremiyor olmalarıdır. Ortaöğretimden yükseköğretime geçişte görülen yığılma, genel kanının aksine sadece ortaöğretimden çıkan öğrenci adedinin yükseköğretime giren öğrenci adedinden fazla olmasından kaynaklanmamaktadır. Her yıl ÖSS’ye başvuran adayların sayısı, aynı yıl liseden yeni mezun olan öğrencilerin 3 katına ulaşmıştır. Adayların sınava defalarca girebildikleri mevcut sistemde uzun dönemli dershane öğrencileri yeni mezun lise öğrencileri aleyhine haksız rekabete neden olmaktadırlar. Üniversite kapısındaki yığılmanın bertaraf edilmesi ve aynı zamanda üniversiteye girişte fırsat eşitliğinin sağlanmasına yönelik önlemler, öğrencilerin üniversite giriş sınavına tekrar girmelerini gerektiren koşul ve gereklerin ortadan kaldırılmasını içermelidir.
