La gestione dei flussi logistici nell?assistenza territoriale: modelli e driver di cambiamento

Abstract

Il presente lavoro si pone il duplice obiettivo di comprendere il fabbisogno logistico dell?assistenza territoriale e di tratteggiare possibili scenari di cambiamento. In particolare, la prima parte dell?analisi, condotta attraverso la metodologia dell?embedded case study, ha fatto emergere la presenza di tre aree particolarmente rilevanti per la gestione dei flussi logistici sul territorio: (i) l?assistenza domiciliare, (ii) l?assistenza protesica e (iii) la gestione della rete dei magazzini. Rispetto a queste tre aree, lo studio ha messo in evidenza almeno tre macrocriticita: (i) difficolta di programmazione della domanda; (ii) problematicita nel coordinamento dei processi logistici; (iii) variabilita e frammentarieta dei processi. La seconda parte dello studio, fondato sull?utilizzo di una survey, delinea interessanti scenari, ispirati a quattro principi chiave: 1) ridefinizione dei sistemi di pianificazione e programmazione della domanda con una netta separazione degli aspetti clinici da quelli logistici; 2) gestione interna e centralizzata delle scorte; 3) integrazione tecnologica, gestionale e organizzativa; 4) semplificazione e standardizzazione.
