Comunit? energetiche: soluzioni per tutti o per pochi?

Abstract

Le normative comunitarie approvate tra 2018 e 2019 nell?ambito del Clean Energy Package hanno creato una nuova entit?: la comunit? energetica. Dopo una prima trasposizione in via transitoria, la disciplina comunitaria al riguardo ? stata pienamente recepita nell?ordinamento italiano a dicembre 2021. Le comunit? energetiche sono al momento una nicchia di mercato in Italia, ma il potenziale teorico di questa nuova modalit? di autoconsumo diffuso ? promettente, come pure il contributo possibile in vista degli obiettivi di consumo di energia rinnovabile al 2030. Il presente articolo descrive il modello adottato in Italia per le comunit? energetiche rinnovabili, evidenzia gli elementi rimasti in sospeso e discute i punti di forza e di debolezza della normativa italiana. Si sofferma inoltre su alcuni aspetti chiave in grado di condizionare il successo e l?utilit? di questa nuova entit?. In conclusione, il paper presenta i risultati della survey promossa dal Laboratorio REF Ricerche per indagare il livello di conoscenza e iniziativa a proposito delle comunit? energetiche da parte di aziende attive nel settore energetico.
