Digital government development, supply chain finance, and the business environment for enterprises

Abstract

With the rapid advancement of digital technologies and the growing complexity of global supply chains, digital government (DG) development has become an important area of focus for enhancing governance and fostering economic growth. This study explores the relationship among DG development, supply chain finance (SCF), and enterprises’ business environment (EBE), utilizing panel data from Chinese cities and enterprises between 2015 and 2023 for empirical analysis. Notably, DG development exerts a positive impact on EBE. Simultaneously, SCF plays a moderating role in the relationship between DG development and EBE, with its moderating effect exhibiting heterogeneity across different regions and varying levels of government intervention. Additionally, DG development can influence EBE by enhancing government openness. These findings provide notable theoretical foundations and policy recommendations for policymakers to promote DG development, optimize SCF services, and enhance the EBE.
