Beschäftigung im Strukturwandel: Berufe bleiben, Branchen wechseln

Abstract

Der Verlust von Industriearbeitsplätzen in Deutschland wird häufig mit großer Sorge betrachtet. Obwohl im Produzierenden Gewerbe viele produktionsnahe Arbeitsplätze abgebaut werden, entstehen neue Arbeitsstellen mit ähnlichen Tätigkeitsprofilen in Dienstleistungsunternehmen. Rund zwei Drittel der von 1975 bis 2019 in Industriebranchen verlorenen Arbeitsplätze werden so ausgeglichen. Gelingt entlassenen Beschäftigten der Wechsel in einen neuen Job mit ähnlichen Tätigkeiten, bleiben die Einkommensverluste meist gering – unabhängig davon, in welchem Sektor sie arbeiten. Entscheidend ist der Erhalt berufsspezifischer Kompetenzen. Daher sollten nicht einzelne Branchen geschützt, sondern auf Qualifizierung, berufliche Anschlussfähigkeit und Vermittlung über Branchengrenzen hinweg gesetzt werden.
