Bankenmarkt Deutschland: Restrukturisierungserfolge und -notwendigkeiten

Abstract

2006 saw a clear lifting of morale in the German banking industry. In some cases, results even exceeded expectations. Many banks are now reaping the benefits of their often painful restructuring measures. Nevertheless: despite success in setting a new strategic course and a return to greater profitability, the German banks continue to operate in a difficult environment. This is due not only to short and medium-term cyclical factors but above all to longer-term trends and structural distortions in the German banking market. Neither in terms of cause nor effect does the situation confronting the industry pose a challenge for the banking sector alone: the key role played by the banks in the economy means that their performance and stability are crucial to growth and employment. This makes it essential to eliminate the structural distortions in the German banking market without delay. Im Jahr 2006 hat sich die Stimmung in der deutschen Kreditwirtschaft deutlich verbessert. Die Geschäftsentwicklung übertrifft zum Teil sogar die Erwartungen (vgl. Sachverständigenrat zur Begutachtung der gesamtwirtschaftlichen Entwicklung 2006: 234). Mittlerweile ernten viele Kreditinstitute die Früchte ihrer oft schmerzhaften Restrukturierungsmaßnahmen. Und dennoch: Trotz erfolgreicher geschäftspolitischer Weichenstellungen und einer wieder erstarkten Ertragskraft wird die Lage der deutschen Banken weiterhin von schwierigen Rahmenbedingungen geprägt. Diese Situation ergibt sich nicht nur aus eher kurz- und mittelfristig wirkenden, insbesondere konjunkturellen Faktoren, sondern vor allem aus längerfristigen Entwicklungstrends und strukturellen Verwerfungen am deutschen Bankenmarkt. Die schwierige Lage der deutschen Bankenbranche ist weder mit Blick auf die genannten Ursachen - noch hinsichtlich ihrer Folgewirkungen - eine Herausforderung alleine des Bankensektors: Angesichts der zentralen Stellung der Banken in der Volkswirtschaft sind ihre Leistungsfähigkeit und ihre Stabilität von großer Bedeutung für Wachstum und Beschäftigung. Ein Aufbrechen der strukturellen Verwerfungen am deutschen Bankenmarkt ist daher dringend geboten.
